Why he's running
Protecting the community that welcomed him home.
Joseph moved to Manhattan Beach in 2014 because of its unmatched quality of life: strong neighborhoods, a beautiful coastline, excellent public spaces, and a community where people look out for one another.
He lives in El Porto with his Doberman Pinscher, Zephyr. He serves as a Neighborhood Watch Block Captain, volunteers with the Manhattan Beach Botanical Garden, and supports Friends of Polliwog Park. Away from public meetings, he enjoys sailing, golf, archery, cycling, and beach volleyball.
For seven years, Joseph has served on the Manhattan Beach Planning Commission. The role has placed him at the center of difficult conversations about housing, development, traffic, neighborhood character, and local control. It has also reinforced a simple belief: residents deserve to be heard before decisions are made.
Experience built for complex decisions
Joseph earned bachelor's and master's degrees in Medical Sciences from Boston University and an MBA in Health Policy. He began his career in Massachusetts state health policy, then worked on federal consulting projects involving the Department of Defense, the Department of Health and Human Services, and the Social Security Administration.
He later founded ICON Consulting Services, a strategic communications firm in New York City. Across policy, consulting, and business, Joseph learned to analyze complicated systems, communicate clearly, and keep teams focused on measurable outcomes.
A record of community service
Joseph's commitment to service extends beyond City Hall. His Masonic leadership has included scholarship work and service on the California Masonic Foundation Board of Trustees. Locally, he has invested his time in neighborhood safety, public gardens, and the parks that help make Manhattan Beach special.
